The National Green Party  Infrastructure Policy 

The National Green Party Infrastructure Policy In Summary: 

1. The Infrastructure Policy is centred on Measuring Performance/Evaluating Results.

2. A heavy focus on: 

● Land Preservation (Agriculture, Natural Parks) 

● Land Development Facilitation (New Marina, East Coast Highway construction, Racetrack area development plan support) 

● Improved Transportation Linkages (New Bus Terminal, Moorings, expanded Bus Hours) 

● Creation of Public Facilities (Polyclinics, Beach Facilities, National Parks) 

Detail: 

1. The Infrastructure Policy is centred on Measuring Performance/Evaluating Results. 

Question: What do you mean by that? 

Answer: These are big projects that cost a lot of money and require careful planning - they are years in the making. Therefore, our focus will be on having the Ministries create plans and frameworks that have to include a public consultation process, timelines and estimated costs by March 2022 for our vetting/inspection. These plans MUST BE transparent with quarterly updates to the Cabinet.

● Land Preservation (Agriculture, Natural Parks) 

● Land Development Facilitation (New Marina, East Coast Highway construction, Racetrack area development plan support) 

● Improved Transportation Linkages (New Bus Terminal, Moorings, expanded Bus Hours) 

● Land Preservation Land Use (zoning) review for the whole island with a view towards preservation of agricultural lands

Goal 1: Coastal Enhancements 

Goal 2: Roads and Highways Additions and Improvements 

Goal 3: Public Transit Improvement 

Goal 4: Creation of National Parks and Recreational Sites 

Goal 5: Re-opening of Radio Saint Lucia 

Goal 6: Improved Land Use Planning 

Goal 7: Creation of Polyclinics 

Goal 8: Improvement or provision of facilities for Youth Activities 

Saint Lucia Infrastructure Goals & Objectives 

Goal 1: Coastal Enhancements 

Objective 1: Creation of a New Marina and Development Area for the South of the Island

Objective 2: Additional or Improved Moorings to facilitate inter-island transport

Objective 3: Creation of Beach Parks with Public Toilets and Showers 

Objective 4: Easier Island Access and support for the yachting sector (blue economy) to include pets with appropriate documentation and registrations 

Performance Measures: 

● Monitoring and reporting by the Ministry of Infrastructure, Ports, Energy, and Labour will be undertaken every quarter until completion. 

● Marina Development to start planning April 2022 with Ground Breaking in 2025.

● Construction and Improvement of Moorings to facilitate inter-island transport be commenced by April 2022. 

● Construction and Improvement of Beach Parks be commenced by April 2022.

● Creation of a Streamline (Digital) Immigration/Visa for Yachting Sector

 

Registration System by Summer 2022. 

Goal 2: Roads and Highways Additions and Improvements 

Objective 1: The construction/extension of a four-lane highway from Choc Roundabout to Gros Islet 

Objective 2: East Coast Road Development 

Objective 3: West Coast Road Resurfacing 

Performance Measures: 

● Monitoring and reporting by the Ministry of Infrastructure, Ports, Energy and Labour will be performed quarterly until completion. 

● Groundbreaking for the four-lane highway by 2024 

● East Coast Road Development commenced by 2024 

● West Coast Road Resurfacing commenced by 2023

Goal 3: Public Transit Improvement 

Objective 1: Integrated land, air and sea transportation 

Objective 2: Support Water Taxis 

Objective 3: Central Bus Terminal moved to Cul-de-sac 

Objective 4: Minimum Bus Service to ensure people get to work 

Objective 5: Upgrade Bus Shelters 

Performance Measures: 

● A framework for Ministry Approval for Consultation Process with the Land and Sea Taxi/Bus Industry by December 2021 

● A roll out from Consultation Process (April) includes implementation plans and costs to be presented to Cabinet for Approval (September) 2022 

● Completion of Public Transit Improvement Plans completed by the end of 2023 

Goal 4: Creation of National Parks and Recreational Sites 

Objective 1: Preserve and Protect our Natural Areas for future generations 

Objective 2: Increased access and enjoyment of our Natural Areas for citizens and visitors

Objective 3: Provision of Parking with Public Toilets at Natural Areas Recreation Sites 

Performance Measures: 

● A framework for Ministry Approval to include a public consultation process, implementation plans, and estimated costs by April 2022 

● Declaration of National Parks (September) 2022 

● Completion of Recreation Sites by 2023 

Goal 5: Re-opening of Radio Saint Lucia 

Objective 1: Create a vehicle for a self-funded, non-privatised Radio Saint Lucia 

Goal 6: Improved Land Use Planning 

Objective 1: Land Use (zoning) review for the whole island with a view towards preservation of agricultural lands 

Performance Measures: 

A framework for Ministry Approval to include a public consultation process, implementation plans, and estimated costs by April 2022 

● Re-zoning tabled and approved by (September) 2023

Goal 7: Polyclinics 

Objective 1: Increase the capacity for planning, evaluating and managing the sector. In addition, the glaring service gaps will be addressed 

Performance Measures: 

● A framework for Ministry Approval to provide implementation plans, and estimated costs by April 2022 

● Space acquisition to commence April 2023 

Goal 8: Improvement or provision of facilities for Youth Activities 

Objective 1: Recreational safe spaces for children to include swimming (swimming pools), bicycle (ATV/ BMX) tracks, skate parks

 

Objective 2: Bring back the annual Fine Arts Awards show., previously M&C Fine Arts Awards 

Performance Measures: 

● A framework for Ministry Approval to include a public consultation process, implementation plans, and estimated costs by April 2022 

● Construction to commence April 2023
